Professor Monika Sus

Monika Sus is a professor at the Institute of Political Studies, Polish Academy of Sciences.
Until January 2025, she led her own research project, “High Representative as a Policy Entrepreneur: EU Foreign Policy Decision-Making after 2009,” funded by the National Science Centre. Between 2021–2024, she was also the work package leader in a Horizon2020 project “Engage: Envisioning a New Governance Architecture for a Global Europe.” (external link)

Monika remains permanently affiliated with the Hertie School in Berlin, where she teaches, and with the European University Institute in Florence. Her research has been published in leading academic journals such as „International Affairs”, „West European Politics”, „Journal of Common Market Studies”, „Contemporary Security Policy”, „Journal of European Integration”, „The British Journal of Politics and International Relations”, „Geopolitics”, „Global Policy”, „International Politics” i „Futures. The journal of policy, planning and futures studies”. Monika is also a regular commentator for European media and a member of Team Europe Direct Poland.

Research Interests:

  • International relations, particularly studying the institutional dynamics of overlapping security systems in Europe, including policy change.
  • The role of informality in shaping policy and the dynamics of inter-organizational cooperation in the field of security.
  • EU foreign, security, and defense policy.
  • Polish foreign and security policy.
